Why used to be Tiger Zinda Hai selected for IFFI and now not Rajinikanth’s Kaala, asks Pa Ranjith
Kaala may have redefined the symbolism of colours black and white in cinema however its director, Pa Ranjith says if that had been actual the global film competition of India (IFFI) would have chosen the film for the ongoing gala’s Indian Panorama part.

ब्रिक्स देशों के बीच पर्यावरण के क्षेत्र में सहयोग के लिए समझौता ज्ञापन को कैबिनेट की मंजूरी
प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में मंत्रिमंडल ने
ब्रिक्स देशों के बीच पर्यावरण के क्षेत्र में सहयोग के लिए समझौता ज्ञापन
को पूर्व प्रभाव से मंजूरी दे दी है। इस समझौता ज्ञापन पर जुलाई 2018 में
दक्षिण अफ्रीका के जोहन्सबर्ग में आयोजित 10वें ब्रिक्स शिखर सम्मेलन के
दौरान हस्ताक्षर किए गए थे।
समझौता ज्ञापन के जरिए निम्नलिखित क्षेत्रों में सहयोग पर जोर दिया गया है :
- वायु की गुणवत्ता;
- जल;
- जैव विविधता;
- जलवायु परिवर्तन;
- कचरा प्रबंधन;
- सतत विकास और सतत विकास लक्ष्यों की प्राप्ति के लिए 2030 का एजेंडा लागू करने तथा
- प्रतिभागियों द्वारा आम सहमति वाले अन्य क्षेत्रों में सहयोग।
समझौता ज्ञापन के माध्यम से ब्रिक्स देशों के बीच हिस्सेदारी, परस्पर
आदान-प्रदान और समान हितों के आधार पर पर्यावरण संरक्षण और प्राकृतिक
संसाधनों के प्रबंधन के लिएदीर्घावधि सहयोग को बढ़ावा मिलेगा। परस्पर
सहयोग की इस व्यवस्था में संबंधित देशों के यहां लागू कानूनी प्रावधानों
कोध्यान में रखा जाएगा।
पर्यावरण को लेकर जारी चिंताएं आज सिर्फ एक देश तक सीमित नहीं रह गई हैं, बल्कि यह पूरी दुनिया के लिए गंभीर चुनौती पैदा कर चुकी हैं। समझौता ज्ञापन के जरिए ब्राजील, रूस, भारत, चीनऔर दक्षिण अफ्रीका जैसे पांच बड़ी अर्थव्यवस्था वाले ब्रिक्स देशों ने पर्यावरण को बचाने, उसे
संरक्षित करने और उसके टिकाऊपन के लिए अपनी प्रतिबद्धता व्यक्त की है।
इन देशों में दुनिया की 40 प्रतिशत से ज्यादा आबादी बसती है।
इस करार के जरिए जलवायु परिवर्तनऔर वन्य जीव संरक्षण के लिए बेहतर तकनीक
और नई प्रौद्योगिकी तथा बेहतर कार्य प्रणाली का इस्तेमाल होने की संभावना
है। इसके जरिए ब्रिक्स देशों के सरकारी और निजी क्षेत्रको टिकाऊ विकास और
पर्यावरण संरक्षण के क्षेत्र में परस्पर अपने बेहतरीन अनुभवों, तकनीकी
ज्ञान और काम करने के तौर-तरीकों को साझा करने का अवसर मिलेगा। इसके
माध्यम सेब्रिक्स देशों में समान हितों से जुड़े क्षेत्रों में
परियोजनाएं शुरू करने की संभावनाएं भी बनेंगी।

सोशल मीडिया के प्रतिनिधियों के साथ केंद्रीय गृह सचिव की समीक्षा बैठक
असामाजिक तत्वों द्वारा सोशल मीडिया साइटों का दुरुपयोग रोकने के लिए चर्चा का आयोजन

सचिव श्री राजीव गाबा ने गृह मंत्रालय, सुरक्षा एजेंसियों, एमईआईटीवाई,
दूरसंचार विभाग के वरिष्ठ अधिकारियों के साथ एक समीक्षा बैठक की अध्यक्षता
की। इस बैठक में फेसबुक, गूगल, ट्वीटर, व्हाट्सएप, यू-ट्यूब, इंस्टाग्राम
के प्रतिनिधियों के साथ चर्चा की गई। बैठक में सोशल मीडिया प्लेटफॉर्म के
इन प्रतिनिधियों के साथ अफवाह फैलाने, अशांति पैदा करने, साइबर अपराध को
बढ़ावा देने वाले असामाजिक तत्वों द्वारा सोशल मीडिया के दुरुपयोग की
रोकथाम पर चर्चा की गई। इसके अलावा महिलाओं और बच्चों तथा राष्ट्रीय हितों
के खिलाफ अन्य गतिविधियों को रोकने पर भी विचार किया गया। सोशल मीडिया के
प्रतिनिधियों ने सरकार के प्रतिनिधियों को बताया कि उन लोगों ने ऐसी
वेबसाइटों को ब्लॉक करने तथा आपत्तिजनक/खतरनाक सामग्रियों को हटाने के बारे
में क्या कार्रवाई की है।

सचिव ने कहा कि सोशल प्लेटफॉर्म के दुरुपयोग को रोकने के लिए ठोस कदम उठाए
जाएं, ताकि राष्ट्रीय सुरक्षा को कोई खतरा न हो। उन्होंने कहा कि भारत में
शिकायत निवारण अधिकारियों को नियुक्त किया जाए, समयबद्ध तरीके से निगरानी
प्रणाली विकसित की जाए और आपत्तिजनक सामग्री को हटाने के लिए अन्य
कार्रवाईयां सुनिश्चित की जाएं। इसके अलावा कानून लागू करने वाली एजेंसियों
को जांच के लिए तुरंत सूचित किया जाए। सभी सोशल मीडिया प्लेटफॉर्मों ने इस
संबंध में पूर्ण सहयोग का आश्वासन दिया है।

सचिव ने इससे पहले 28 जून, 2018 को सोशल मीडिया प्लेटफॉर्मों के
प्रतिनिधियों के साथ एक समीक्षा बैठक की थी। इसके बाद कानून लागू करने वाली
एजेंसियों और सोशल मीडिया सेवा-प्रदाताओं के बीच भी कई बैठकें आयोजित
हुईं, ताकि इन प्लेटफॉर्मों का राष्ट्रविरोधी तत्वों द्वारा दुरुपयोग रोकने
के कारगर कदम उठाए जा सकें। इसमें बाल यौनाचार सामग्रियां भी शामिल हैं।
